Application empowerment continues to be demonstrated. The network must be built well and used well. We continue to expand the popularization of 5G and other network applications. In terms of individual users, 5G mobile phone users reached 1.068 billion, and gigabit broadband users reached 218 million. In the industry field, there are more than 18,500 "5G+Industrial Internet" national construction projects, and a total of 700 high-level 5G factories have been selected; 5G applications have been integrated into 80 of the 97 major categories of the national economy, with a total of more than 138,000 cases; scale replication has been achieved in industries such as mining and ports, effectively helping industrial enterprises to improve quality, reduce costs and increase efficiency; full-process and full-scenario coverage has been achieved in the fields of medical care and education, strongly supporting the efficient, convenient and balanced development of public services.
Industrial innovation continues to deepen. 5G standard essential patent declarations account for more than 42% of the world, and the technical industry strength is leading the world. Everyone is very concerned about the research and development of 6G. We guided the establishment of the IMT-2030 (6G) Promotion Group to gather forces to promote 6G innovation, release more than 50 research results such as "6G Overall Vision and Potential Key Technologies", organize testing and verification of 6G key technologies such as synaesthesia integration and wireless AI, and accelerate the maturity of technology. At the same time, further deepen international exchanges and cooperation in the field of 6G with countries and regions such as the European Union, South Korea, and India.
Opening up to the outside world continues to expand. In the first quarter, 13 foreign-invested enterprises were given pilot approvals for value-added telecommunications business operations, encouraging them to invest in China and grow in China. As of the end of March, there were more than 2,400 foreign-invested telecommunications enterprises in my country, an increase of 26.5% over the same period last year.
In the next step, the Ministry of Industry and Information Technology will earnestly implement the work arrangements of the "Government Work Report", increase policy support and factor guarantees, and make greater efforts in breadth, depth, and intensity to promote high-quality development of the industry.
We will work hard to expand the breadth of network construction and applications, continue to improve the coverage of 5G and Gigabit optical networks, and systematically promote the development of computing networks. We will thoroughly implement the upgraded version of the "5G+Industrial Internet" 512 project and the three-year action plan for "connectivity" of the logo, conduct a summary and evaluation of key cities in the 5G application "Sailing" action, and continue to promote large-scale applications in typical industries and key areas. We will actively cultivate innovative applications in emerging fields such as marine industries and low-altitude equipment.
We will work hard to promote the in-depth integration of scientific and technological innovation and industrial innovation, pool the forces of industry, academia, research and application, accelerate the development of 6G technology, standard setting, pilot verification and industrial implementation, strengthen breakthroughs in integrated technologies such as communications, perception, intelligence and computing, and proactively plan and cultivate an application industry ecosystem for 6G.
We will work hard to expand the opening-up of the telecommunications industry, orderly promote the first batch of pilot projects for the opening-up of value-added telecommunications services, and study further expansion of the scope of opening-up in due course to attract more qualified foreign-funded enterprises to invest and operate telecommunications services in my country.
