Since 2021, China's top-level design and industrial policies for information and communications have accelerated the development of gigabit optical networks. For example, the 2021 Government Work Report proposed to increase the construction of 5G networks and gigabit optical networks and enrich application scenarios; the "Overall Layout Plan for the Construction of Digital China" proposed to accelerate the coordinated construction of 5G networks and gigabit optical networks.

Ao Li said that "construction promotes use, construction and use go hand in hand", and China's gigabit optical networks are accelerating their popularization. Gigabit optical networks cover more than 500 million households, and "gigabit access in every city" has achieved basic full coverage of urban households; the number of 10G PON ports is 25 million, accounting for more than 85% of the world; there are 180 million gigabit broadband users, and fixed broadband users account for 27.7%, accounting for nearly 70% of the world; there are nearly 20,000 typical application cases of gigabit optical networks, radiating 87 major categories of the national economy. Gigabit optical networks promote gigabit optical networks to connect homes, enterprises, clouds, and computing, and achieve popularization and quality improvement.

At the same time, driven by four major driving forces, namely industry drive, technology development, business needs, and human-machine balance, all-optical networks are entering the 10G era. 10G optical networks will empower thousands of industries and enhance the digital experience and transformation of all scenarios. It has broad business prospects in the "four connections and one sense" application scenarios represented by "connecting families, connecting enterprises, connecting networks, connecting computing, and intelligent perception". It will support the development of home networks in the era of computing power and intelligence, enable the digital transformation of the industry, deepen the new intelligent connection of all things, help build the industry's digital production network, and connect intelligent computing capabilities to every user. From imagination to action, the "10G optical network" has begun its development in China. In September 2023, Beijing issued the "Optical Network Capital, 10G City" Action Plan, requiring the pilot of 50G PON, 800G and other F5GA 10G optical network technologies to create 10 10G application demonstration benchmarks. In May 2024, Jiangsu Province issued the "Special Plan for the Development of Computing Infrastructure", proposing to build a high-speed interconnected computing network, with 50G PON accounting for 10% in 2025 and 50% in 2030. The Ministry of Industry and Information Technology is also accelerating the research and formulation of relevant top-level design policy documents, which will put forward clear goals and development paths for the development of my country's optical network in the next three years.
